HRAccountable for every seat added to the company. People owns requisition, sourcing, assessment design and the offer, and holds the levelling framework every department hires against. It is the youngest department, and the only one whose work is mostly about the company that does not exist yet.

Manager
Owns the bench. Runs requisition through offer, maintains the levelling framework, and holds the assessment bar so it does not drift per hiring manager. Escalates to the CAO for headcount that is not in the plan and for any offer outside band.
