Contracts must chunk at clause level — document-level chunks answer nothing
A whole contract as one unit returns the contract; a clause returns the obligation.
The record
The first ingestion pass treated each contract as a single unit, and every query returned the whole document — technically a match and practically useless, because the question is always about one obligation. Chunking at clause level with the parent contract carried as metadata answered the same questions directly. This is the finding the provenance index depends on.
